Who Can Apply for a UAE Driving Licence?
All UAE residents — including expatriates — can apply for a driving licence regardless of nationality. Tourists cannot obtain a UAE driving licence but can drive on their home country licence for short visits.
The UAE Driving Licence Stages
The UAE driving licence process follows a defined set of stages in order. You cannot skip stages — each must be completed and signed off before moving to the next.
File Opening at a Driving School
The first step is registering at an approved driving school. You cannot apply directly at the licensing authority — all applications go through an accredited school. The school opens your file, collects your documents and registers you in the system.
Required documents: Emirates ID (original), UAE residence visa copy, passport copy, 2 recent passport-size photos, eye test certificate (conducted at the school or an approved optician), NOC from employer if required.
Eye test: A basic vision test is conducted to confirm minimum visual acuity. Corrective lenses are permitted — the condition will be noted on your licence.
Theory Classes (Traffic Law & Awareness)
Before you can sit the theory test, most schools require attendance at a set number of mandatory theory lectures covering UAE traffic law, road signs, defensive driving and road safety awareness.
Classes are typically available in Arabic, English, Urdu, Hindi and Malayalam. The number of sessions varies by school and emirate — usually 8 to 14 sessions for new applicants.
RTA Theory Test (Computer-Based)
The theory test is taken on a computer at the licensing centre. It consists of 35 multiple-choice questions covering speed limits, road signs, traffic laws, safe driving practices and specific UAE rules.
Format: 35 questions · 30 minutes · Pass mark 23/35 (65%) · Available in multiple languages including Arabic, English, Urdu, Hindi and Malayalam.

Driving Lessons (Internal & Road)
After passing the theory test you begin your practical driving lessons with a licensed instructor. Lessons take place in two phases: internal driving on the training track and road driving on public roads under supervision.
The number of lessons required varies based on your prior experience. Your school instructor assesses your progress and determines when you are ready for the yard and road tests. Minimum lesson counts are set by the licensing authority.
Automatic vs manual: You can choose to learn in an automatic or manual vehicle. An automatic-only licence restricts you to driving automatic vehicles in UAE.
Yard Test (Internal Assessment)
The yard test takes place on the driving school's training track. An RTA examiner (not your instructor) assesses your ability to perform specific manoeuvres including reverse parking, hill start, emergency stop, garage parking and three-point turns.
Each manoeuvre is scored on a points deduction system. You must stay within the permitted error threshold to pass. If you fail, you return to lessons before being permitted to rebook.
Road Test (Final Driving Assessment)
The road test is conducted on public roads with an RTA examiner in the vehicle. The test typically lasts 20–30 minutes and covers junction navigation, lane discipline, speed control, roundabouts, merging and general observation.
Passing the road test means your licence application is approved. Your driving school processes the final paperwork and your UAE driving licence is issued — usually within a few days.

How to Pass First Time
These are the most common reasons candidates fail each stage — and how to avoid them.
Theory Test — Prepare with Mock Tests
Do not book the theory test until you are consistently scoring above 80% on full 35-question mock tests. The questions cover specific UAE rules, fines and values — memorising numbers matters.
Road Test — Exaggerate Your Mirror Checks
The most common road test failure reason is insufficient mirror checks. Exaggerate the head movement visibly so the examiner can clearly see you checking. Internal, external left and right — every junction.
Yard Test — Practise the Manoeuvres Repeatedly
Book extra sessions on the yard specifically to repeat the test manoeuvres — not just general driving lessons. Reverse parking and hill starts are the most commonly failed yard elements.
Know UAE-Specific Rules Cold
UAE fines, black points, speed tolerances and specific rules (child seat ages, alcohol laws, phone penalties) feature heavily in the theory test. Know exact values — not just general principles.
Choose Your Language for the Theory Test
The theory test is available in multiple languages. Choose the language you are most comfortable reading complex traffic law questions in — not necessarily your native language if you read another more fluently.
Book Tests Early in the Morning
Early morning test slots tend to have less congestion on the road test route and fresher examiners at the theory test centre. Ask your school about slot availability when booking.
