How to Get a UAE Motorcycle Licence

Meet the Eligibility Requirements

You must be at least 17 years old and hold a valid UAE residence visa and Emirates ID. Note: the licence is issued once you reach 18, but you can begin training from age 17 years and 6 months.

A car licence is NOT required before applying for a motorcycle licence — you can apply for Category 1 as your first UAE licence.

Complete an Eye Test

An eye test is mandatory for all motorcycle licence applicants. Visit an RTA-approved optical centre accredited by the Dubai Health Authority (DHA). Results are sent electronically to the RTA system.

Cost: AED 140–180

Enrol at an RTA-Approved Driving School

Register at an approved motorcycle training institute and open a traffic file. Major institutes in Dubai include Emirates Driving Institute (EDI), Dubai Driving Center and Galadari Motor Driving Centre.

Bring: Emirates ID, passport copy with UAE residence visa, eye test results, passport photos, and your existing motorcycle licence from your home country (if you have one).

Attend 8 Mandatory Theory Lectures

You must complete all 8 theory lectures before booking the RTA theory test. Lectures cover: Introduction to Motorcycles, Traffic Signs, Risk Management, Driver Condition, Driving Environment, Rules of the Road, Hazards & Emergencies, and Safe Driving.

Lectures are available in English, Arabic and Urdu — online or at driving school centres.

Pass the RTA Theory Test

The theory test is computer-based with 40 multiple-choice questions in 30 minutes. You need at least 30 correct answers to pass (75%). The test is available in English and Arabic.

Topics include road signs, traffic laws, speed limits, motorcycle safety, protective gear, safe riding techniques and UAE-specific regulations.

Theory test fee: AED 200 per attempt. No negative marking.

Complete Practical Riding Lessons

Beginners (no prior motorcycle licence): 20 hours of mandatory practical training.

Holders of a foreign motorcycle licence: 10 hours of practical training.

Safety gear is mandatory for all practical sessions: helmet, elbow pads, knee pads, full-length sleeves and full-length trousers. The driving school will advise on approved gear.

Pass the Yard Test

The yard test assesses your motorcycle control in a closed area — slow-speed manoeuvring, figure-of-eight, braking and balance. You must pass the yard test before progressing to the road test.

Pass the Road Test

The final RTA road test is conducted by an examiner on public UAE roads. It tests your ability to apply traffic rules safely on a real motorcycle — lane discipline, speed control, roundabouts and hazard awareness.

Collect Your Motorcycle Licence

Once you pass all tests your UAE Category 1 motorcycle licence is issued. If you already hold a UAE car licence, the motorcycle category is added to your existing licence. If it is your first UAE licence, a new card is issued. Valid across all UAE emirates.

Rules for Riders

These rules are tested directly in the theory exam. Every motorcycle rider in the UAE must know and follow them.

Speed Limits for Motorcycles

Highways: max 120 km/h where signed (same as cars)

Urban roads: 60–80 km/h depending on posted signs

School & residential zones: 40 km/h

Abu Dhabi: zero speed tolerance — cameras fire from 1 km/h over the limit

Dubai: +20 km/h buffer before cameras trigger — but this is NOT legal permission to exceed the limit

Mandatory Safety Gear

Helmet is mandatory at all times — fine for not wearing: AED 200 + 4 Black Points

Helmet must be properly fastened — not just placed on the head

During training: elbow pads, knee pads, full-length sleeves and full-length trousers required

Passengers must also wear a helmet — the rider is responsible

Appropriate footwear required — open sandals and flip-flops are not permitted

Lane & Road Rules

Motorcycles must stay in their lane — lane splitting is prohibited in the UAE

Riding on the hard shoulder is illegal at all times

Overtaking from the right is prohibited — fine: AED 200 + 4 Black Points

Maintain safe following distance — at least 2 seconds behind the vehicle ahead

Always check blind spots before changing lanes — motorcycles are harder for car drivers to see

Mobile Phone & Distraction Rules

Using a mobile phone while riding is illegal — fine: AED 800 + 4 Black Points

Listening to music through earphones while riding is not permitted

Bluetooth helmet communication devices are generally permitted — check with RTA for current rules

Stay fully focused — motorcyclists are significantly more vulnerable than car drivers

Alcohol & Drug Rules

UAE enforces absolute zero tolerance — no alcohol permitted for any driver or rider

Riding under influence: court-decided fine + 23 Black Points + 60-day vehicle impound

No tolerance for drugs or any substance that impairs riding ability

Fatigue is as dangerous as alcohol — never ride when tired

Weather & Environment Rules

In fog: use low beam, reduce speed significantly, increase following distance

In sandstorms: pull off the road completely if visibility is dangerous

Extreme UAE heat: check tyre pressure regularly — heat increases pressure and blowout risk

Rain makes road surfaces slippery — increase following distance and brake gently

Sand on road surface: reduce speed and avoid sudden braking or sharp turns

Can I get a motorcycle licence without a car licence?⌄

No. Lane splitting — riding between lanes of slow-moving or stationary traffic — is prohibited in the UAE. Motorcycles must stay within their designated lane at all times, the same as any other vehicle.

What happens if I ride a motorcycle without a licence?⌄

Riding without a valid motorcycle licence in the UAE carries a fine of AED 5,000 or more and may result in vehicle impoundment and criminal prosecution. A UAE car licence does not cover motorcycle riding — a separate Category 1 licence is mandatory.

Can I convert my foreign motorcycle licence to a UAE licence?⌄

It depends on your licence issuing country. Holders of motorcycle licences from RTA-approved countries can convert directly without full training. Holders from non-exchange countries (including India, Pakistan) must complete training — but with a foreign motorcycle licence, you qualify for the reduced 10-hour training course instead of 20 hours. Your original licence must have a hologram and must not have expired more than 10 years ago.
