Ensure You Have a Valid UAE Residence Visa & Emirates ID

You cannot begin the driving licence process without an active UAE residence visa stamped in your passport and a valid Emirates ID. Both are mandatory before you can open a traffic file or enrol at a driving school.

Complete an Eye Test at an RTA-Approved Centre

Choose Your Route โ€” Full Training or Golden Chance

Golden Chance route: If you are an experienced driver, you may be eligible to attempt the theory test and road test directly without completing a full driving course. Open a Traffic File at a Driving School

Whether you choose the standard or Golden Chance route, you must open a traffic file at an RTA-authorised driving institute. Major approved institutes in Dubai include Emirates Driving Institute (EDI), Belhasa Driving School, Dubai Driving Center, Galadari Motor Driving Centre and Al Ahli Driving School.

Documents required to open a file: Emirates ID, passport copy with valid residence visa, original Indian driving licence, eye test results and passport-sized photographs.

Pass the UAE Theory Test

The theory test is mandatory regardless of your driving experience. In Dubai: 35 questions, 30 minutes, pass with 23 correct answers (65%). In Abu Dhabi: 45 questions, 30 minutes, pass with 32 correct answers (71%).

The test covers road signs, speed limits, traffic laws, fines, roundabout rules and safe driving behaviour. It is available in English, Arabic, Hindi, Urdu and Malayalam.

Complete Practical Driving Lessons

If following the standard route, you must complete a minimum number of practical driving hours at your driving school. The number of hours depends on your experience level and is determined by your driving instructor after assessment. Experienced drivers with a valid Indian licence may qualify for reduced hours โ€” typically 10 hours rather than the standard 20.

Pass the RTA Road Test

The practical road test is conducted by an RTA examiner, not your driving instructor. It takes place on public roads and tests your ability to drive safely and follow UAE traffic rules. If you fail, you must book and pay for a retake.

Collect Your UAE Driving Licence

Once you pass the road test, your UAE driving licence is issued. For expats aged 21 or over, the licence is typically valid for 5 years. For those under 21, it is valid for 1 year. The licence is valid across all UAE emirates.

The Golden Chance is an RTA initiative that allows experienced drivers from non-exchange countries โ€” including India โ€” to attempt the UAE theory test and road test directly, without completing mandatory driving school lessons first.

If you are a confident, experienced driver and you pass both the theory test and road test on your first attempt, you receive your UAE driving licence without attending driving classes. This can save significant time and money.

If you fail either test: You must enrol in full training at an RTA-approved driving school and complete the standard process. The Golden Chance is a one-time opportunity.

Speak to your chosen driving institute about eligibility and how to register for the Golden Chance route. Not all institutes promote it equally, but it is available across RTA-approved schools in Dubai.
