The Philippines is not on the UAE exempt country list for direct licence conversion. Filipino residents must complete the full UAE driving licence process — including theory test, yard test and road test — regardless of how long they have held a Philippines licence. Unlike residents from countries such as UK, USA, India or GCC states, Filipino nationals must go through every stage of the UAE driving licence process from the beginning. Your Philippines licence has no legal shortcut in UAE — but it does mean you already have road experience, which helps in the practical stages.

Good news: Your Philippines driving experience still counts. You are likely to need fewer driving lessons than a complete beginner, and your existing road awareness will help in the yard and road tests. The theory test, however, requires specific UAE knowledge — local rules, fines and road signs differ significantly from the Philippines.

All stages must be completed in order through an accredited UAE driving school.

File Opening at a Driving School

Register at an approved driving school in your emirate. The school opens your file, verifies your documents and registers you with the licensing authority. Bring your Emirates ID, residence visa, passport copy, photos and an eye test certificate.

Theory Classes

Attend mandatory theory sessions covering UAE traffic law, road signs, speed limits and road safety. Classes are available in English and other languages. This is your foundation before sitting the theory test.

RTA Theory Test

35 multiple-choice questions, 30 minutes, pass mark 23/35 (65%). Conducted on a computer at the licensing centre. Available in English. UAE-specific rules — fines, black points, speed limits, child seat laws — are tested. Prepare thoroughly with mock tests before booking.

Driving Lessons

Practical lessons on the training track and public roads. As an experienced driver you may need fewer lessons than a beginner — your instructor will assess your starting level. UAE driving is on the right-hand side of the road, which Filipino drivers will need to adjust to.

Yard Test

An RTA examiner assesses specific manoeuvres on the training track — reverse parking, hill start, emergency stop and garage parking. Practise each manoeuvre until consistent before taking this test.

Road Test

Final assessment on public roads with an RTA examiner. Tests lane discipline, junction navigation, speed control and observation. Pass this and your UAE driving licence is issued within a few days.

Can I drive in UAE on my Philippines licence as a tourist?
Short-term visitors to UAE can drive on an International Driving Permit (IDP) obtained in the Philippines alongside their Philippine licence. Once you become a UAE resident you must obtain a UAE driving licence — you can no longer drive legally on your home country licence as a resident.
Do I need to retake all stages even with 10+ years of driving experience?
Yes — the Philippines is not on the UAE exempt list regardless of how many years you have held your licence. All stages are mandatory.
