This is the standard process in Dubai. Abu Dhabi (ADDC/TAMM) and Sharjah (SRTA) follow the same steps through their respective authorities.

Ensure You Have a Valid UAE Residence Visa & Emirates ID

A stamped UAE residence visa and valid Emirates ID are mandatory before you can open a traffic file or enrol at a driving school. You cannot begin the process as a visitor.

Complete an Eye Test at an RTA-Approved Centre

An eye test is mandatory for all new UAE licence applicants. Visit any RTA-approved optical centre โ€” results are sent electronically to the RTA system. Cost is approximately AED 100โ€“200.

Choose Your Route โ€” Full Training or Golden Chance

Standard route: Enrol at an RTA-approved driving school, complete 8 hours of mandatory theory lectures, pass the RTA theory test, complete practical driving lessons (10โ€“20 hours depending on experience), then pass the road test.

Golden Chance route: Experienced drivers may be eligible to attempt the theory test and road test directly without completing a full driving course. Pass both on your first attempt and you receive your UAE licence without attending driving school. Fail either and you must enrol in full training.

Open a Traffic File at an RTA-Approved Driving School

Register at an RTA-authorised institute and open a traffic file. Bring your original Pakistani licence โ€” this confirms your driving experience and may qualify you for reduced lesson hours (typically 10 hours instead of 20).

Major approved institutes in Dubai include Emirates Driving Institute (EDI), Belhasa Driving School, Dubai Driving Center, Galadari Motor Driving Centre and Al Ahli Driving School.

Pass the UAE Theory Test

The theory test is mandatory for all Pakistani nationals regardless of driving experience. Dubai: 35 questions, 30 minutes, pass with 23 correct (65%). Abu Dhabi: 45 questions, 30 minutes, pass with 32 correct (71%).

The test covers road signs, speed limits, traffic laws, fines, roundabout rules and safe driving. It is available in English, Arabic, Urdu and Hindi โ€” choose Urdu for maximum comfort.

Complete Practical Driving Lessons

Complete the required practical hours at your driving school. Experienced drivers holding a valid Pakistani licence typically qualify for reduced hours โ€” 10 hours rather than the standard 20. Your instructor will assess your skill level at registration.

Pass the RTA Road Test

The practical road test is conducted by an RTA examiner on public roads. It tests your ability to apply UAE traffic rules in real conditions. Each retake costs approximately AED 200.

Collect Your UAE Driving Licence

Once you pass the road test, your UAE licence is issued. For expats aged 21 or over, it is valid for 5 years. For those under 21, valid for 1 year. The licence is valid across all UAE emirates.

The Golden Chance is an RTA initiative allowing experienced drivers from non-exchange countries โ€” including Pakistan โ€” to attempt the UAE theory test and road test directly without mandatory driving school lessons first.

If you are a confident, experienced driver and you pass both tests on your first attempt, you receive your UAE licence without attending driving classes. This saves significant time and money โ€” potentially AED 1,500โ€“2,500 in lesson fees.

If you fail either test: You must enrol in full training at an RTA-approved driving school and complete the standard process. The Golden Chance is a one-time opportunity per application.

Prepare for the UAE Theory Test in Urdu

The UAE theory test is available in Urdu โ€” select it at the computer terminal before starting. Practising in Urdu means you understand the rules fully, not just memorise them in a second language.

Key topics to study: speed limits, traffic fines, road signs, roundabout rules, seat belt laws, mobile phone use, fog and bad weather driving, and pedestrian priority rules.
